MODEL TATA KELOLA KOLABORATIF DALAM PENGEMBANGAN UMKM DI PASAR SENTRAL GORONTALO

Abstract


Penelitian ini bertujuan untuk menganalisis pengaruh tata kelola kolaboratif terhadap pengembangan UMKM, mendeskripsikan bentuk implementasinya, serta mengidentifikasi faktor faktor penentu penerapannya di Pasar Sentral Gorontalo. Pendekatan yang digunakan adalah mixed methods dengan desain sequential exploratory, memadukan eksplorasi kualitatif melalui wawancara mendalam, observasi, dan dokumentasi, dilanjutkan pengujian kuantitatif menggunakan analisis regresi linear sederhana. Hasil uji regresi menunjukkan koefisien sebesar 0,807 (sig. 0,000) dengan R Square 0,740, yang berarti tata kelola kolaboratif berpengaruh positif dan signifikan serta mampu menjelaskan 74% variasIi pengembangan UMKM. Secara kualitatif, kolaborasi lima aktor (Disperindag, Dinas UMKM, Dinas Perhubungan, Kepolisian, dan Bank BTN) berlangsung adaptif namun informal tanpa dokumentasi sistematis. Faktor penentu mencakup kepemimpinan visioner-fasilitatif, kepercayaan antarpihak, komitmen konsisten, dukungan regulasi, ketersediaan sumber daya, serta modal sosial gotong royong. Temuan ini melahirkan konsep Informal Multi-Actor Adaptive Governance (IMAAG) Model. Penelitian merekomendasikan institusionalisasi koordinasi melalui regulasi formal dan mekanisme partisipasi inklusif demi keberlanjutan pengembangan UMKM.
