Abstract


Empowerment is one of the concepts in improving quality, either the quality of human resources or the quality of the economy. The fishing community as a community that utilizes the potential of the sea and coastal areas as economic income cannot be juxtaposed with economic communities in other sectors, such as the agricultural sector, industrial sector, etc. This study aims to determine the factors that inhibit community empowerment. This study aims to determine the inhibiting factors of community empowerment. The research method used is a literature review where researchers conduct a series of studies involving various kinds of information derived from literature such as books, journals, documents, and so on. The inhibiting factors of community empowerment mostly stem from the lack of assistance and budget and human resources so that the empowerment of fishing communities is not well implemented. Fishery resources can potentially be utilized to improve the standard of living and welfare of fishermen, but the problem is that there are still many fishermen who have not been able to increase their catch, so that the level of income of fishermen does not increase.
