Analysis of Data Security Governance and Interoperability of the Nationally Integrated Electronic Medical Record: A Policy Evaluation at Puskesmas Siontapina

Abstract


This study evaluates the effectiveness of security governance and Electronic Medical Record (EMR) interoperability policies at Puskesmas Siontapina using a mixed-methods approach based on the CIPP and CIA Triad frameworks. Data were collected from 30 users through interviews, observations, and questionnaires. The results indicate that the implementation is not yet aligned with existing regulations. The practice of account sharing threatens confidentiality, driven by the staff's low security literacy (80% in the moderate-to-low categories). System availability is hindered by downtime caused by the absence of an Uninterruptible Power Supply (UPS). Application Programming Interface (API) synchronization failures, resulting from mismatches between local codification and HL7 FHIR as well as ICD-10 standards, impede semantic interoperability, thereby triggering administrative redundancy. In conclusion, EMR governance is not yet optimal; there is an urgent need for cybersecurity education, infrastructure reinforcement, and proactive vendor audits.
