Formulasi Model Alokasi Asimetris Dana Pendidikan Berbasis Capaian Literasi dan Numerasi
Abstract
This study is driven by the persistent educational quality gap in Indonesia, contending that current budget distribution patterns fail to address the root causes of disparity in remote regions. The primary objective is to reconstruct the education budget allocation model, specifically the General Allocation Fund (DAU) Specific Grant, to ensure greater equity for frontier, outermost, and underdeveloped (3T) regions. The research employs a document study of big data from 514 districts/cities for the 2021-2024 period, utilizing descriptive-comparative analysis and fiscal algorithm simulations. Findings reveal an "Allocation Paradox," where significant budget surges fail to improve basic competency outcomes. The case of East Nusa Tenggara proves that the current symmetrical model ignores extreme geographical burdens and local competency deficits. In conclusion, the study demonstrates that symmetrical allocation inadvertently perpetuates quality disparities. The central recommendation is the formulation of an asymmetric allocation model that integrates literacy deficits and regional price indices into the ministry's e-planning system to automate targeted interventions and fulfill minimum service standards.
